In terms of this aspect, it indicates that the corruption is the representation of the adverse selection and moral risks, and that to prevent corruption is to weaken the adverse selection and moral risks existing among agents.Based on the above analysis, in order to solve the first kind corruption the thesis put the focus on the ways to regulate the behavior the all parties involved in a tendering, it also suggests the ways to regul;rte the actions of government, owners, contractors, and agencies, to construct perfecting corresponding system.In order to solve the second kind corruption the thesis suggests we should prevent the system corruption by perfecting corresponding system. This part mainly includes three aspects: one is perfect law of tendering and bidding, establish the corresponding system. The second is decrease disadvantage the traditional ways of tendering and bidding of our country, and make it to meet the situation of our countryThe third is to make a new evaluating model of bidding company, apply fuzzy mathematics to the evaluation of tender.A lot of experience has been accumulated and a system has been established through years of practices of tendeong and bidding in Dong Guan city.Through the empiric analysis of a complex project in Dong Guan city, we find that some methods are such as put :Forward in this paper, and are feasible in the view of the present practice of the project.
