In recent years, our country's communications industry has maintained rapid growth. According to the latest data published by the Ministry of Information Industry shows that: The number of Chinese mobile phone users has the first position in the world. Until to the December 2007, Chinese mobile phone users amounted to 547,000,000, and China mobile users reached 369 million; China Unicom's mobile phone users reached 160 million. With the rapid development and the rapid growth of the number of users, mobile phone customer's credit problem are becoming serious and a significant number of users escaped after using the phone services and even refused to pay the charges. There are 323,000,000 Yuan can not be take back in the CDMA network of chongqing Unicom from the years of 2002—2007. The fee of mobile phone is the main source of income. (80% of total revenue). However, corporate communications for customers is a typical way of consumer credit and in the aspect of user's management, the company is so weak, especially in credit management this area is almost empty. So, it is an important and significant task for mobile communication company to enhance the mobile phone customer credit control and management to ensure that the customer calls the consumer, such as commitment charges in full on time to recover.First of all, this paper introduces the credit management of customer and the basic concept of data mining and decision tree methods. Then this paper describes and analyzes the situation of customer credit management and point out the problems of credit control. Finally, redesign the credit rules and test it by data mining tools using the index of payment records, the level of consumption etc. This paper hopes to provide experiences to some similar enterprises and accelerating the level of credit management of telecommunicate operating company and improve the development of China's communications industry.
