Study On Telecommunication Trade Supervises And Optimizes With The Structure In China

This thesis is dedicated to improving governmental supervision level and making a fair, effective and orderly competitive envionment for telecom industry to develop healthily. In the theory of public management and economics, and way of comparative analysis and theory combined with reality, this thesis elaborates the principle, goal, purpose, meaning and basic theory of telecom supervision,describes telecom industry development, introduces WTO influence, presents market environment and telecom supervisory policy and also analyses foreign telecom supervisory system and policy. With the help of a large number of information and data, our country's present supervisory policy and"telecom hot point"with its reason are deeply analyzed. In view of these questions, this thesis forecasts the development of our telecom supervisory system and policy, and gives some practicable suggestions by discussing national and foreign supervisory policies. Although now global telecom market is gradually open and telecom supervision also becomes relaxed, we should still persist in comprehensive and historical viewpoint to analyse our country's telecom supervisory policy, so as to protect telecom enterprises and consumers'rights and interests, persist in"equality, fairness, open"principle and promote effective competition to guarantee telecom industry a healthy development. The innovation of this thesis is a systematical analysis of the present telecom market based on probing foreign experience and national situation, objective appraisal and comprehensive analysis of the situation of our telecom supervisory system, policy and market environment. In addition, the direction of telecom reform and development is proposed and, thus, some suggestions of adjustment and improvement of telecom supervision are made, which are a valuable contribution to the future of telecom industry in China.
