| Today the scale of construction projects in our county are become larger and larger, more of which appear as a program with greater complexity in Technique, more stakeholders, higher uncertainty and risk, more information transportation than ever before. Many large-scale construction projects are of "program" form. Today's project management theory and thought will be constantly developed and updated. As a new idea of project management, the program has gradually entered the view of project managements.Cost management is an important component of the program management.In this paper, the contents of the study are divided into the following parts:The first part introduces the significance of this research, the research actuality and the main content and so on.As the research base, the second part mainly studies the two main aspects: One is the development course of the project management and the program management features; the basic model and processes of the program management are involved and the part points out the existed problems.Part III outlines the cost management theoretical basis -the value chain management theory which is the basis of strategic cost management system and makes a comparative study to the common cost management mode. There out, it elicited the limitations of the cost management model in the cost of the program management.The fourth part is the core of this article. Through the emerging issues of the traditional cost management model and the comparison between them, the program management processes newly is designed and technical methods is improved. From the enterprise level and the level of building construction projects the system which is suit to the program management is build.Finally, through the above method and argumentation the main conclusions of this paper elicits and the restrictions and deficiencies of issues are given detailed descriptions. Further the follow-up study is put forward. |
