However, blindly financing, abusing of financing funds, excluding the financing costs and consequences have followed, as a result, it is particularly important to improve the financing of the Miniature and Medium-sized Enterprises and make an evaluation on the effect of the financing.On the stage of the transition of China's economy, considering the current characteristics of the financing of the Miniature and Medium-sized Enterprises, It's a key to decide which method of evaluation can be used to evaluate the effect of the financing of the Miniature and Medium-sized Enterprises, after evaluation, we can make a good guide at the side of financing environment, financing cost control, financing risk reducing.Firstly, The paper analyzed the rapid development of the Miniature and Medium-sized enterprises in China's national economy and the problem of financing; Secondly, on the basic of the analysis of the current situation of the Miniature and Medium-sized enterprises financing, we put forward the feasibility evaluation system of the Miniature and Medium-sized enterprises financing; Thirdly, after a certain period of the financing ,according to the social effects (index) and internal economic indicators of the enterprise which reflect the situation, through the method of questionnaires and group discussions to determine the evaluation index system of the effect of the Miniature and Medium-sized enterprises financing; then, the paper start from some aspects: the optimization of Evaluation index, adjustment, ratings identification, the foundation of fuzzy matrix, the system weights of the index ,the calculation of the results and so on , establish a fuzzy evaluation model of the effect of the Miniature and Medium-sized enterprises financing. Finally ,the paper use examples to prove the application of comprehensive evaluation methods and to evaluate and analysis the results.
