Economic Evaluation Study Of Mountain Road Projects

As Chinese Western Development strategy in promoting, the transportation facilities in western of china was entering a large-scale investing and constructing stage. Road transportation has more flexibility compared with other transportation mode. According to the economy and natural environment, the road construction in western of china becomes a key construction project of transportation facilities. Before carrying on thus large-scale investment and construction, it is especially important to make the economic evaluation analysis. The economic appraisal of road item is the organic constituent and main content for item' s feasibility study, is an important means for item to be made scientific decision. The national economic appraisal of the item represent the nation, investigation the costs (expenses) that the item needs the nation to pay and the contributions(benefits) to the nation, the estimating economic feasibility of the item. Therefore, the economic appraisal of western road item needs to deeply analyze and study.This paper analyzes and studies several main issues of economic appraisal for mountain road item, includes: the characteristic of economic appraisal for mountain road, the analysis of cost-benefit in the national economic appraisal for mountain road item, the externality theory of national economic appraisal for mountain road item. Base on the analysis on actual the national economic appraisal, it can definition the cost and benefit in national economic appraisal. The paper also adjusts properly the cost and benefit in national economic appraisal uses the method of externality theory. Only in this way can truly reflect the result of the national economic appraisal. Then through a case analysis with the result of front research, which is a road constructing item, demonstrate the national economic appraisal for road item more reflect the cost and benefit of item to nation with the result of this paper.
