Research On Strategy Mode Of Recycling Economy Developing In Heilongjiang

The pace of industrial development is accelerating. While people enjoy the results of economic and technical development, natural resources and ecological capital are being depleted. This environmental degradation has a negative effect upon society. Therefore, there is a trend for a recycling economy to develop. The development of a recycling economy is a worldwide trend, and is also an important point of the Chinese government's 15 Program. Nowadays, in Heilongjiang province, the traditional "high pollution, high consumption, low production" economic model of development is being restricted by the depletion of natural resources. Improving the efficiency of resource use, and reducing the production of waste material are important methods towards addressing the balance of economic development and environmental protection. They are also essential factors in maintaining continued economic development.This paper first introduces the basic theory of a recycling economy. Scientifically defines the concept and the characteristics, the principles and developing modes of evaluation. Then introduces the basic theories of sustainable development, and regional economics.Secondly, analyzes the outside strategy environment through political environment, economic environment, technical environment, legal environment, resource environment and cultural environment. Combining nature sources, industrial economics, culture base and technical support, and using SWOT to analyze thoroughly and point out the advantages, disadvantages, opportunities and threats.Thirdly, this paper presents the frame of economic development strategy. To begin with, puts forward the guiding thoughts and principles of a recycling economy. Sets out the main idea and mission of the development of a recycling economy in Heilongjiang province. Next, proposes the strategy mode of the agricultural, industrial and service sectors of a recycling economy. Lastly, recommends that we should set up a recycling society in Heilongjiang province.Finally, based on the above analysis, this paper proposes recommendations for realizing the development of a recycling economy in Heilongjiang province, involving legal, cultural, technical and economic policy measures. Including setting up a system of law and policy of the recycling economy, improving the economic environment for the recycling economy, founding and improving the recycling infrastructure, and promoting the construction of a recycling society.
