Research Of Middle And Small High-tech Enterprises' Growth Boosted By Local Government Action In RIS

Contribution that small and medium-sized high-tech enterprises do to the development of our economy increase day by day for few years. But because the market environment is not perfect enough now, small and medium-sized high-tech enterprises need the help from local government in the regional innovation system (RIS) where they are. Helping to perfect the legal policy environment, local government can make a better competition environment for the small and medium-sized high-tech enterprises; By opening up the channel of financing, local government can solve the financing corner of the small and medium-sized high-tech enterprises; By providing technology support, local government can advance the products' quality and enterprises' innovation ability; By consummating the socialized service system, local government can provide higher quality service during the process of the small and medium-sized high-tech enterprises' growth. It is obvious that local government in the RIS have for the growth of the small and medium-sized high-tech enterprises is criminal. So, research on the measures that local government in the RIS can take for the small and medium-sized high-tech enterprises has a significant meaning to the growth of them.First, this paper introduces some theories about the regional innovation system and the government action. Simultaneously, on the base of the analyzing about the connotation and composing of local government' action factor, this paper analyzes the action mechanism that local government accelerates the growth of the small and medium-sized high-tech enterprises.Next, this paper constructs input index of local government' action from the legal policy support, the financing support, the technical support, and the socialized service supports separately, and constructs output index from the scale, the achievement, the profit, the taxes, and the foreign exchange obtaining. Using the Data Envelope Analytic method (the DEA method) , this paper makes a quantification appraisal about the achievements model of the local government action which promote the growth of the small and medium-sized high-tech enterprises in Heilongjiang province and analyses the appraisal result. Finally, from the legal policy support, the financing support, the technical support, and the socialized service support, aiming at the problems that the small and medium-sized high-tech enterprises confront in local government's action system, this paper puts forward some suggestions for the local government in RIS to help the small and medium-sized high-tech enterprises to pullulate more and more quickly.
