Research On Evaluation And Optimization Of Entrepreneurial Environment In Heilongjiang Province

Any entrepreneurial activity must face a certain entrepreneurial environment. This paper thinks that entrepreneurial environment which core is entrepreneurial activity, is the scope and region for entrepreneurial activity, is the public platform structured by the Government and community for entrepreneurs setting up new enterprises. It is summation of the formation of entrepreneurs' thought, various factors and conditions which can play a role and have an impact on the development of entrepreneurial activity.This paper discusses the elements of entrepreneurial environment on the basis of the summary and review of related literature at home and abroad, analysis construction status of entrepreneurial environment in Heilongjiang Province, builds an evaluation index system, and uses this system making evaluation to entrepreneurial environment of Heilongjiang Province, to identify the main factors impacting it and put forward optimization measures based on these main factors.This paper includs five parts. The first focuses on the research background, purpose and significance, the research status at home and abroad, the research thinking and methods, and the innovation of this paper. The second is related theory of this paper, including entrepreneurial basic concepts and the elements of entrepreneurial environment. The third is discussion of status of entrepreneurial environment of Heilongjiang Province, which mainly based on the constituent elements in GEM model. The fourth is the central part of this paper, it constructs the evaluation index system of entrepreneurial environment, and does empirical analysis to the entrepreneurial environment in Heilongjiang Province with AHP and factor analysis. The last part proposed optimization measures for entrepreneurial environment of Heilongjiang Province, based on the analysis and research of the fourth part.
