Through consulting, classifying, analyzing and summarizing lots of literature data, the writer grasps totally the development situation of tourism in outskirts of big cities and the citizen's basic demands and characteristic behaviors by questionnaire. Then, based on those researches, this article reveals collectivity orientation, designs the system of tourism landscape, tourism products and development strategy of Daxishan Area. And also, it concludes and summarizes some new exploitive methods for outskirts tourism.The research contributes that Daxishan Area is the typical developing mode in big cities' outskirts tourism. The principal market of outskirts tourism is citizens' demands for recreation at leisure. The payout is lower than other areas. The tourists prefer to those special activities like leisure and dainty and those destinations where high environment quality, perfect infrastructure and interesting activities. So, exploiting this market should be focus on their demands and behaviors that are the dependent proofs for producing new tourism products. Building up tourism brand and enlarging market quota is a key for development. On the other hand, this area should be focus on the management methods like governmental policy, self-development of scenic spots and tourism companies.This investigation likewise reveals that the core competition power of Daxishan Area is the excellent environment and outstanding natural scene. Enhancing protection of environment, constructing new view on the present background and upgrading the quality of resources are all efficient methods to keep this power.
