Research On TheWhole Process Cost Management Of Government Projects

The thesis focuses on the common issues regarding government project costcontrol, based on the out-of-control phenomenon, by analyzing and expatiating bothdomestic and overseas project cost management theories; the thesis studies theexertion in which the theory has been applied to the government project according tothe characteristics and development situation in our country. The point is to study thecost control method regarding steps of decision-making, designing, bidding,actualizing and balancing. The thesis also analyzes the results of the cost managementby Shenzhen government and adopts a lot of examples and data to expatiatemanagement method.Firstly, the thesis draws a conclusion, that is to control the cost effectively weshould emphasize these important points including precise and practicaldecision-making; generalization of quota and optimization design; standardization ofbidding procedure and preventing disadvantages in bidding; scientific management inactualization; good cooperation in balance among all departments. Secondly, thethesis also summarizes five strategies in government project cost control process:policies and regulations strategy, contract control strategy, organization controlstrategy, target control strategy, evaluation inspiration strategy. Finally, the thesisgives a prospect in renovation of government project cost.
