The Research Of Space Governance Of Xi'an Metropolitan Area

In this paper, space governance of Xi'an metropolitan area as the main line,under the guidance of the theory which is related to the development of space governance, it analyzes the objects of space governance of metropolitan area and the problems of space governance deeply, using the way of the combination of theoretical and empirical, qualitative and quantitative and comparison to analyze.The study found that there are some problems about the objects of space governance. Frist of all,the size distribution of cities is imperfect because of the chasm of medium-place cities in the Xi'an metropolitan area. Even though the medium and small-sized cities develop faster than past,the whole strength is week and special big cities such as Xi'an have significant monopoly. And then,the general effect of the radiation is varied. It embodies something as follows:the index of the primate city is too high and takes overload;contact between the cityies and the impact must be further strengthened; except Xi'an,there isn't others to take the role of industrial technology transfer to the small town and small town's economic development. More than that ,it lacks co-ordination of inter-city relations,which mainly reflect the conflict between the policies and institutions in the different administrative areas; the lack of coordination between industry, economic, social and effect of environment are non-uniform and it's difficult to building the unified market. At last,after measuring the concentration and the proliferation in metropolitan, in terms of the whole Xi'an metropolitan area itself, I found something as follows: First of all, the general trend of the metropolitan area is mainly concentrated along the characteristics of decentralization, but in recent years the region's situation has a trend to further concentrate. Second, the monopoly of metropolitan areas are highly related character which are the highest degree of concentration in this region; Finally, there isn't obvious gap between the big and small cities, and this relationship has a low-level status. Except that in this areas the radiation and linkage effects of big city to surrounding place are weak. In terms of various index,we can see that the total fixed assets, financial income, total retail sales of social consumer goods are on the overall trend of decentralization. At the same time, GDP, scalable industrial output value, the overall output value of tertiary industry are on the trend of decentralization.In the process of development ,there are some problems about the space governance in xi'an metropolian area.Firstly,concept of the space governance is not enough;Secondly,space governance have not clear delineation of functions; Thirdly,imperfect system of space governance ;Finally,the method of governance isn't diversity.Author makes the future of the development of space governance in Xi'an metropolitan area,and suggest to building a good coordinational layout and spatial structure .In order to achieve this kind of "coordination",based on the home and abroad experience of space governance, it puts forward some measures to perfect space governance in Xi'an metropolitan area and to build a good spatial pattern of metropolitan areas. It mainly include:establishing good concepts of space governance, taking "managemnet and construction" simultaneously; perfecting the structure of governance; analyzing the scale of urban systems; speeding up the "integration", improving the radiational influence of Xi'an metropolitan area,improving the ability to coordinate relations of thecities;making good regional planning, establishing regional development governance.
