At present China, the income distribution problem is a hot topic, how to decide the income of workers at this stage, whether or not the corresponding labor policies can protect the rights and interests of workers effectively are more and more in attention. Historically, the classical political economy also considers the same question and made a lot of useful discussion. This article attempts to study John Stuart Mill's wage theory, who lived in the similar environment to present China and made a complete explain of the classical wages theory, and give the appropriate answer combining with the realities of China.This paper introduces Mill's wages theory in detail, as well as the discussion and criticism about the main contents of the wage fund theory, focusing on an analysis of the Mill's recantation of the wages fund theory. And then on the paper analyze the relation between the wages theory of the classical and neo-classical economics, and the effect on Lewis' dual structure economy model, and the usefulness of the theory for the contemporary relevance of our country.Economic theory are economists' consideration of the economic and social situation, this paper will use a theoretical and a combination of historical research methods, studying the evolution of Mill's wages theory, and how to use different theories in various stages of the history, and how to use in our country's current labor force, industry, population and other policy, giving proposals in accordance with these theories.
