Study On Third-party Media Supervision Of Food Safety

Food not only is the basic material of human existence and development, but also the national strategic task and basic work, the level of food quality is related to thousands of families. With social progress and scientific and technological development, the types of food are increasingly rich, all kinds of new products are produced. People's attention on food is changing from quantity to quality, they not only need enough food to eat, but also want to eat nutritious food and eat healthily. At the same time, with the progress in people's knowledge of food safety, the multi-faceted and multi-media reports by press and the rapid development of the Internet, food safety has attracted more and more people's attention. In recent years, food safety incidents continued to occur: the outbreak of mad cow disease in the United Kingdom in 1996, the dioxin contamination in Belgium in 1999, Listeria monocytogenes bacteria in 2000, Foot-and-Mouth disease in the United Kingdom and Ireland in 2001, contaminated chocolate incident in 2006, "Fuyang milk powder" incident in 2004, incidents of PVC cling film and "Malachite green" event in 2005 , "Sudan" incident in 2006 and 2008's Sanlu milk powder incident…these affairs affected not only the domestic dairy industry but also the whole world's food industry, caused our governmental and consumers'attention , accelerated China's "Food Safety Law's making. the State Council launched a national-level food safety incidents responding, provided consumers a further thinking on food safety. Although our successive governments paid great attention to food safety, established a social planned economy mode and the pattern of food safety supervision. However, with social progress, economic development and globalization, food safety in China is facing unprecedented challenges, there is a big gap comparing with developed countries in the world. The existing food safety supervision system must be continuously improved with the time to adapt to China's food safety regulation. In this paper, a systematic analysis was done on frequency incidents happening of food safety, used"case analysis method"on "Sudan Red" event, "Sanlu milk powder" incident; found evidences to identify the supervision of food safety problems; used"comparative study method", campared food safty management system of developed countries and China to find the way to further strengthen the provision of food safety. proposed food safety principles: First, to improve the legal monitoring system; Second, to clearly claim that the factory's responsibility for food safety; Third, to make information open and transparent to public; Fourth, food industry associations, third-party inspection agencies and media should fully play the supervision role.Finally, this paper put forwarded proposals about the food safety supervision system in China: the food making enterprises are the first-party media supervision authority of food safety, they have main reaponsibilty to food safty; the government is the second-party media supervision authority of food safty, government's regulation is a leading role in the food supervision system.the role of government is to set up the appropriate regulations and standards and supervise these enterprises in accordance with regulations and standards. if necessary, take strong measures; never ignore the third-party media supervision, support the food industry associations and the supervision of media. the food industry associations have a full understanding of the food production technology, process, quality management, cost management, sales management…when there is a potential food safty problem, the food industry associations have more predictable ability than Government's supervision, they can easyly find the causes and effects, so the government supervision authorities should actively support the healthy development of associations,let them become communication bridge between supervision authorities and enterprises; to encourage third-party media supervision agencies's growth in conformity with the law, to obtain the corresponding qualifications, take the commissioned executive inspection work commited by goverments and enterprises, provide a reliable scientific test data for enterprise's participating in fair competition and legitimate business. when there is no food safty problem, the media should assume the propaganda and education work to help consumers learn more about the food safety knowledge,the status quo of food safety, develop good food hygiene habit, have conscious love and protection awareness to natural environment. When food safty problems happen, the media should help people understand the real situation and help consumers analyze the correct reasons for the incidents and prevent the expansion of the situation, in this way, the consumers can understand the truth of the matter and avoid greater losses. Only all parties of food safety supervision do their jobs and work together, our country can have a new situation in food safety.
