"Bread is the staff of life, and safety matters most to bread". China is always attaching much importance to food safety; however, there are lots of food safety events in recent years, such as sudan red, poisonous rice, red yolk, recycled oil, melamine in Three Deer milk powder and poisonous cowpea of Hainan Province and so on. Recently, lean meat powder related to Shuanghui Group, dyed steamed buns, poisonous prickly ash, fake pig hoof and many other food safety events are paid more attention by Chinese people. Those frequent food safety events not only threatened the health of consumers, caused the worry and fear, but also caused great economic loss and weakened public trust at the same time, which is a threat to social stability and national security. So, to draw lessons from every food safety event and fully realize the problems of food safety supervision system of our country, to build a perfect food safety supervision system based on advanced experiences abroad in order to guarantee food safety to the maximum extent is quite important and urgent.Talking to the structure of the whole thesis, the first introduction part Chapter one mainly expatiates on the background, significance, review of research at home and abroad, key points, intended aims, methods, difficulties and innovations of this research.Chapter two is to introduce the connotation and constituent elements of food safety, and to introduce the connotation of food safety supervision. At last, it expatiates on the necessity of governmental supervision of food safety.Chapter three mainly analyses the present situation of food safety supervision in China. Specifically, it firstly introduces the major food safety events in recent years, then expatiates on the knowledge and rethink of food safety supervision system in China; Finally, it analyses the present situation of food safety supervision and summarizes the main problems and its causes of food safety supervision.Chapter four is a part of in-depth and systemic summarization and drawing on the advanced experiences of food safety supervision abroad. The last chapter is a key part of this research. It puts forward several strategies of improvement of food safety supervision in China based on the detailed analysis and in-depth summarization above as well as the present situation of food safety supervision and the fundamental realities in China.The innovative points in this research mainly lie in two aspects:First of all, the innovations of point of view. It discusses the problems of food safety supervision in China from perspective of administration; In the next place, the innovations of countermeasure to perfect the food safety supervision in China. It puts forward a concept for the first time that to supervise food safety by police force in order to improve efficiency of food safety supervision, and a concept that to supervise the safety of one kind of food by one department from beginning to end. It also proposes that the "related penalty system" should be introduced into food safety supervision, because under such a stern system, few company dare to violate the rules and laws on food safety, and the "common interest" among food producer, food operator and local government will be broken.
