Jilin Quality Supervision and Testing Institution (JQSTI) is a public welfare institution established by government in accordance with law. It was established in 1979 when China started employing"opening-policy". Since then, with the rapid development of economy in China, the scope of JQSTI has been constantly extended, and its income of test has been going up year after year. JQSTI has made great contribution to aiding government function and offering service for the economy development and public welfare. It has been frequently awarded various prizes and medals for the outstanding performances in emergency. However, after nearly ten years of high-speed development, the increasing rate of its testing income has obviously slowed down, the staff are obviously getting less active or creative, all of which were caused by both external environment and internal changes. This thesis makes analysis on external environment of JQSTI from three aspects: analysis on test market, analysis on the present situation of testing system and organizations, general trend of development in Jilin province testing institutions.As for external factors analysis, the thesis mainly deals with the political, economic, social, cultural and technological environment. It illustrates the tendency of the market and demonstrates the external opportunity and threat. From analysis, a conclusion can be drawn that the macro economy development guarantees the prosperity of quality testing market. Meanwhile the government attaches great importance to quality security and considers it as the most important public welfare project. This policy keeps the demands in quality testing market increasing. Hence the market will be steadily enlarged in the coming years.
