Since 1988, our domestic construction supervision consultation business has flourished under the dual impetus of policy and market. While having obtained economic and social benefits, the business also has greatly contributed to the healthy, normative and ordered development of China' s construction industry in a number of aspects including investment, functions, safety and quality of construction engineerings.With the development and deepening of marketing economy, especially China's participation into economic globalization process after joining WTO, investment, management and demands have considerably changed. For our domestic construction supervision consultation business, how to be better adapted to the market and develop rationally and sustainablly becomes a key proposition worthy of research at the moment.With Shanghai Engineering Construction Consultation Supervision Co., Ltd as the research specimen, the thesis is an analysis on both the external and internal conditions confronted by the construction supervision business; in addition, analysis and propositions are also conducted and put forward on the development strategies of our domestic construction supervision industry. The above analyses and propositions are made on the basis of consulting and analyzing abundant data, together with comprehensive use of theoretical knowledge and analytic approaches of the subjects related to business strategic management, management principles and manpower resource administration.So far as external environment is concerned, favorable opportunities are created for the supervision industry, thanks to the state's protective policies like "compulsory supervision system" on engineering construction, the sustainable and flourishing development of national economy, China's participation into the economic globalization after joining WTO, and the government's stimulating domestic demands when faced with financial crisis. Meanwhile, the construction supervision industry is also confronted with challenge due to the following factors such as competition of foreign consultation business, backward human power resources, shortage in supply, and increasingly higher demands of investment and management subjects towards service products. Through analysis, the thesis draws a conclusion that the opportunities outweigh the threats in external environment.Among internal conditions, the business brand resource, expert resource, market resource, human potential resource, local potential resource and knowledge potential resource constitute development advantage. On the other hand, lack of international brand, lack of mature strategic cooperative partner, substandard management ability of accountants, insufficient executive force and low ability in resource risk control also result in mere capacity and low efficiency of business operation, so that keeps the enterprise from developing on a long term basis. However, all these problems could be effectively resolved through expansion of vision and innovative work. Hence, the thesis draws a conclusion that the advantages outweigh the disadvantages among internal conditions.By adopting SWOT combination analysis method, the thesis explicates the strategic development target of the company and put forward the suggestions related to the development strategies of the company based on the above analyses and conclusions.Major strategic targets:1. The production value scale of the corporation takes the lead in the industry. The corporation aims at being listed in the top ten corporations in the industry by achieving production value of RMB 0.2 billion yuan in 2012.2. Production capacity is greatly improved. The annual production value per capita would be above 200 thousand yuan in 2010.3. To become a well-known comprehensive engineering consultation supervision corporation and, at the same time, start the entry into international market.Advices on strategic selection:1. Reinforced strategy. Research and design are to be carried out on development strategy from three aspects including market permeation of the corporation, market development and products development.2. Horizontal integration strategy. The corporation is advised to merge potential supervision companies in other cities, fully utilize the locality initiative and cost advantage of the local enterprise, so as to shorten the entry period and facilitate the corporation's fast and reliable entrance into external domestic markets.3. Non-cohesive alliance strategy. To cooperate with renowned overseas consultation corporation in a non-cohesive alliance style. Through mutual learning, resource and capacity advantage complementation and pooling of interest, both parties are trying, as soon as possible, to ascend to the cutting-edge market, enhance the management standard of the corporations and to be adapted to the global economic competition.4. Concentration strategy. Fully utilize the leading and partial monopoly advantage of the corporation in the segment market, pool the corporation resources, experience, management, service and human power advantage, improve the corporation's adaptability to segment market, and build up the customer loyalty in segment market on a concentration strategy basis.5. Diversification strategy. Provide the customers with value added service by employing diversification strategy in the corporation's peripherals products, so as to find the breakthrough of market resource.6. Resource strategy. Emphasis is to be laid on man power resource construction with the aid of dynamic database of supervision talent resources, reinforced planning faculty training, market introduction and fully utilizing the expert database. The comprehensive competitiveness of the corporation is to be enhanced through differentiated accumulation and utilization of normal technology resource and expert technology resource.
