Institutional Analysis On Farmer's Cooperative Economic Organizations In China

Farmer cooperative organizations have arisen quietly in rural areas in China since 1980th and have been developing quickly. A cooperative, which is jointly owned, democratically controlled, economically participated and benefited by farmer members, is an economic organization. The institutional arrangement not only comprises the complex mechanism of interests that exists in Chinese rural society, but also involves the special constraint conditions that occur in institutional supply of domestic agriculture and countryside. Additionally, it indicates the institutional prospect of the economic development of Chinese rural society. There are 5 components forming the dissertation.First, the chapter One is"Analysis on Chinese farmer cooperative economy organizations theory", it gives the definitions of farmer cooperative organization and system vicissitude. Such as Agrarian revolution time, War of liberation time, Socialist transformation and"Great Cultural Revolution"time and Reform and open policy time.Later, the third part"the experience and enlightenment of developed countries'farmer cooperative economy organizations development"has reference to farmer cooperative organizations'development experience in developed countries. For example, there are loose policy environment, internal operational mechanism in perfect organization and scientific education training in the USA, Japan and German. These successful experiences inspire us to pay attention to the government support and to innovate at the cooperative mechanism.After that, there are five reasons for the system vicissitude: the government macroscopic policy supplies are insufficient; the legal regime is not perfect; the property system is fuzzy; the internal management system is not standard; and the unofficial system restriction is serious. This matter could be found in chapter Four"Analysis on the systems'factors of affecting the Chinese farmer cooperative economy organizations development".Afterwards, chapter Five, title as"The countermeasures to promote the systems of Chinese farmer cooperative economy organizations", mainly discusses the countermeasure to advance the system of the farmer cooperative organization in China. First, the government must speed up the marketability reform steps, encourage the countryside to make industrial production management, forming a configuration of organization which present as a economic mechanism promote mutually. Formulate preferential policies, such as, supporting program policies, taxing and feeing preferential benefit, finance credit and financial aid. Second, we must innovate on the property systems, safeguarding the farmers'vital interests. There are several ways to promote the property right reform at present. On one hand, we should process the accumulated public funds of rural cooperatives organize properly. On the other hand, we should make the explicit right limitation of the economic organization for shares.Third, we must strengthen organizations'self-construction, and perfect internal management. It mainly includes four aspects: organizational mechanism, surveillance and restraint mechanism, decision-making mechanism, Incentive mechanism. At last, we must carry on the propaganda and the education widely to reduce the unofficial system's restraint. The government must deepen the understanding on the farmer cooperative economy organizations.In addition, this article is to carry on the theory discussion and the practice summary in view of farmer cooperative organization system's development in our country. According to system's formulation and vicissitude of farmer cooperative organizations in different time and different backgrounds to inspect the influence of different system to the farmer cooperative organizations as well as the rural community economic development. And then profit the successful experiences from the developed countries'farmer cooperative organizations. Finally to analyze and summarize the system's countermeasures suit the current situation.
