The Chinese Academy of Sciences(CAS) implement Academic Resource Planning (ARP) in order to improve the efficiency of management in the subordinate institutes and cope with diversify information system. This is an information system for CAS to achieve scientific resource planning. ARP's concept sources from Enterprise Resource Planning (ERP), ERP is in view of making continuous improvement of actual efficiency and innovation on the effectiveness of the staff quality, management styles, business processes, processing control. ARP system is based on ERP which according to actual scientific research management of the CAS which carry out the transform, match it with daily work in the institutions, and upgrade it in efficiency and standardization of management.To implement ARP system is in fact to enhance the level of scientific management of the CAS which promotes the efficiency of innovation, making all the valuable resources including human resources, financial resources, information resources, are more effective and favorable application.This essay first sort out the basic theory in human resources for ARP system adopt through understand the literatures processing domestic and foreign information evolution and ERP basis, to outline human resources planning, human resource allocation, human resources developing, salary planning, performance appraisal and labor relations, the five basic theory modules in the whole ARP human resources system. On this basis, according with current situation of ARP system in the Changchun Institute Applied of Chemistry (CIAC), combined analyzing of existing practice management's limitations and shortcomings to create effective information technology management services, propose ARP human resources system optimization and recommendations in the end, give full play of its timeliness in the organization and improve the efficiency of human resources management, so that ARP system more effectively services in human resources management.This paper is focused on empirical analysis of ARP human resources information management system in the CIAC, establish with professional knowledge an effective management services information technology to allocate the resources integration and optimization, improved system processes, and enhance the collection of information, apply innovative management concepts and advanced information technology cause information management reached a fresh level, then propose tentative ideas and proposals on the current state. Eventually ARP human resources system would be necessary for information resources of knowledge innovation.ARP system implementation is not just a hesitation of information indeed contained profound philosophy of innovation in the management, it is also lead to profound changes of management and working methods, comprehensively upgrade management standard, innovation and efficiency. The same, ARP system implementation is an inevitable requirement of the CAS subordinate research institutions to enhance innovation capability, innovation and effectiveness. A number of innovative approaches based on the existing management to make ARP system become a knowledge innovation system, let ARP system more effective services on scientific management."ARP system implementation is inevitable result of the developed modern management, is the CAS subordinate research institutions internal requirement as enhance innovation capability, innovation effectiveness and management efficiency, which are also important aspects of the three major development strategies in the CAS, scientific and technological innovation across development strategy, innovation sustainable innovation and development strategies. "ARP system implementation is an inevitable requirement of the developed modern management, is also a necessary requirement of the CAS as national team play a key role, a leading role to establish first rate achievement, first rate benefits, first rate management and first rate talents.
