Changchun Institute of Applied Chemistry is one of the key national research base, and ever contributed to the economy, security and the advancement of society. However, the tempo of Changchun Institute of applied chemistry was obviously lower than the other institutes of the same field after our country performing the market economy system. After analyzing the key influence factors, we know it results from that there was much difference in the capability of charging the national important projects and that there were many separately research groups instead of the research teams. The performance evaluation system was scientific and equitable judgment, and it was bring at the new historic period, and was the settlement to turn the tables, and to enhance the integrated strength of Changchun Institute of Applied Chemistry, the system aim at inspiring the researchers with the created passion, speeding the construction of the research teams, and finally improving the integrated strength of Changchun Institute of Applied Chemistry.The performance evaluation system of Changchun Institute of Applied Chemistry was consisted of science and technology judgment, support judgment and management judgment, and the performance evaluation system of science and technology sector were consisted of the group judgment and the individual judgment. The emphasis of the performance evaluation system of Changchun Institute of Applied Chemistry was group judgment, which contains fix quantity and fix quality. The success of the system lied on the KPI and how to fix the rate of guidelines. According to the SMART, Changchun Institute of Applied Chemistry decided judging the KPI of fix quantity on inputs and outputs. The inputs mainly means the funds and the outputs mainly means the number and the quality of the papers, the works, the referenced paper,and the patents. The KPI of fix quality includes the development of the project, the features, the research teams and the plans of next year. And the fix quality counted with corresponding formula for the basic data, then scored the researchers answer on the examining meeting.The goal of the performance evaluation was inspired the researchers passion, then increased the scores of the Changchun Institute of Applied Chemistry. First, the performance evaluation system incarnated the rule of more pay for more work, the results directly influence the encouragement of the groups; second, the performance evaluation results can effect the Technical Post Promoting, and the last group will be regulated by the Institute; third, it may control the post allowance of researchers, and the groups who stand on the last 10% in last 2 years will be decreased the allowance by 10%; and the fourth, it influence the resource assignment.The performance evaluation system effected the research and the management on several aspects. First, on the strive for the projects, the annual scientific research funds increased by 170% after performing the system for 4years; second, the quantity and the quality of the production improved obviously, including the paper , the work, and the patent; third, the amount of performance increased by 56% after performing the system for 4years. And the performance evaluation promote to the build of the research team. In addition, the establishments of the education were developed with the funds increased, which promoted to the scientific research. It can be see that the performance evaluation system enhanced the integrate strength. The Institute however should adjust the performance evaluation system because the imbalance of the development of the basic research, put the research results, the economy benefit into the performance evaluation system, and adjust the score of the paper and the patent to reduce the distance between them, carry the point of utilizing the policy to encourage the researchers.Changchun Institute of Applied Chemistry has succeeded in planning, spreading, organizing, and operating the system. However,it still lacked for communication. To perform the performance evaluation system, the Institute would not put the results on the shelf,but communicate with the groups once discover the problems from the results, and supervises the work for the groups; meanwhile, perfects the performance evaluation system and make the performance evaluation system fix to the innovate projects. |
