Three basic functions of enterprise are: operational management, financial management and marketing management.The operational management is the foundation of enterprise management, and production management is the core of operational management.Operational management involves in all of management activities, which is from input of resources to output of products. At the same time,it interacts with other factors.Operational management goal is to acquire maximum of profits, that is to acquire ultimate output with minimum input .This object requests an enterprise,which is in the process of operating management activities, have to particularly pay attention to and complete several following operations of:Establish very reasonal production plan;Generate the maximum production efficiency(quality, equipment and personnel);Control good product quality;Control good cost of products;The regulate very reasonal inventory.This paper mainly discusses the managemental diagnosis and analysis to H company through the theory and practice experience,finds main issues in the process of management and operational management, and gives settle.The main managemental issues of H company can be summarize to 12 aspects of followings:1. Relationship between group company and branch company; 2. Trust and authority subject; 3. Organization system with use person's subject; 4. Lack of professional management specialist ; 5. Method of management imperfection , ineffective; 6. Management system and management flowchart imperfection; 7. Human resources lack; 8. Hardware facility imperfection, weak technique is obvious and need to be added perfect; 9. The cost for control lacks a whole member participation; 10. Production plan and the control system implement ineffective; 11. The corporate culture is not explicit and lack team spirit; 12. Lack improvement thinking continuously; 12. Above-mentioned of management subject, some of them are operational management issues, some of them are the management issues of H company decision - making subject, but actually really generated obstruction or impact towards running a management.At the time of solving management problems, should also work out these related supervision problems in the meantime.The key problem of operational management of H company can be generalize to eight aspects of followings:1. There is no very clear notion of production rolling plan, predictability of production plan is weak; 2. The purchasing program is the implementing program of main production plan, and directly follow a costomer's demand and usually appear zero inventory is a false notion; 3. In the planning process, each related department incapability is easy to communicate, balance, the result in plans hard implementation, therefore scheme in command of the manufacturing efficiency greatly give discount; 4. Scheme the function(s) establish in the departments of production to head down, management and implement doesn't divide , therefore will result in to cover up inner production issues, other issues communicated with other functional departments, directly result in running managerial effectiveness of droop; 5. Injection and coating processes be apart from 7 kilometers distance, result in delivering of semi-products is not reasonable, inventory between injection and coating process is unnecessary and bring out quality and cost subjects; 6. Don't establish complete quality assurance system, the regulate of product quality still kept staying around an inspection stage; 7. No clear thinking about inventory management,no flowchart to support inventory management of products in and out ,products return .Products is more easy to lose; 8. No flowchart to support purchasing management ,and often purchasing activities be controlled by group corporation. So production activities is often interrupted by lack of materials, and even affect the customer's contineous production.Eight above-mentioned of operational management issues exists long time.Up to now ,nobody makes throughly distinction and analysis of these problems,and takes correct improvement measures and methods, to solve and form flowchart ,be fixed ,thereby form complete and mature control system of operational management.Through some operational management theories learned, and analysis making combined with practices experiences, quickly finds out the some concrete measure and tool of solving these problems and formed a more complete operational management procedure.These improvement of operational management mainly exhibit in 3 aspects, as follows:(A) Production plan and regulate: 1. Organization optimized; 2. Establish production plan procedure and control flowchart; 3. Create and form production management system; 4. Create a planning flowchart of production capacity and optimization; 5. set up assessment and appraisal system of production plan object ; 6. create production records statistics and analyse flowchart;(B)Quality management and improvementQuality management exists 6 aspects of issues,as followings: 1. According to organization , QA function is an imperfection; 2. According to existing post ,lack of QA engineers, the working load is beyond the capability of existing personnel; 3. Quality statistical analysis is imperfection; 4. Statistics technique is applied imperfect; 5. QM is still stay around an ex post inspection status; 6. Don't develop systemic Audit jobs ; 7. Laboratory test equipments and apparatus is imperfection , can not be finished complete performance test items; 8. Didn't develop a good quality cost statistics and sustain an improvinging.Aim at an above subject, propose the following corrective actions: 1. Create new QA organization ; 2. Add position vacant to QA department; 3. Statistics technique application and training; 4. Create total quality control system(TQM) and audit system, develop internal audit; 5. Laboratory hardware to be perfect; 6. Start up statistical jobs of quality cost; 7. Create notion of"Quality Gate", form self-control mode ,that is quality is controlled by employee themselves;(C) Inventory management and improvementThe key problems of inventory management is ,as follows : 1. Management procedure of final products is not clear, the record unaccuracy ,have problems that products and transport apparatus to be lost; 2. No systematic plan for inventory management , inventory information feedback is two slow , impact production plan anticipation and correct rolling; 3. Logistic system conflict in the process of in-warehouse and out-warehouse; 4. Products checking is not perfect, checking condition inadequacy; 5. No establish reasonal safety stock to raw material,no scientific reā€“order point and re-order quality; 6. Purchasing raw material quantities to new product items, usually influence pre-series production;The corrective actions of stock is ,as follows: 1. Set up new logistics organization framework, completely coordination supervision for completed product warehouse and raw materials warehouse, provide for demand plan to supplier according to user plan and supervise; 2. Create a completed flowchart for product into warehouse ,out of warehouse, supply; 3. Re-plan the final products warehouse, and form more reasonal flowchart; 4. Improvement of raw material preparation in stage of pre-series production; 5. Confirm safe stocks and reasonal re-order point and order quantity; Three above of the improvement , after a few months running, make the H company re-appear vitality;This kind of improvement of operational management ,not only make H company can continuously and steadily supply bumpers for user, but also still laid a solid foundation for H company can become auto parts business of certain brand influence in the next few years.
