Traditional Network technique is intended for cumulative time in Administration and decision, and this just treats affirmative or indeterminstic acitivity and relationship. The development of the Randrom Network Assessment Methods—VERT changed the limitations. VERT is a randrom and quantitative evaluation methods based on randrom network and computer emulation. One of the distinctive features of it is describe time,cost and function in the circumstances of the various incapable messages, the three goals has to do with development plan of the engineering system and object. Thereby describe the achieving decision object's goals. the text research it both in qualitative way and the quantitative one .First, the paper introduced the groundwork for Administration and decision, and introduce its research advances and development trends at home and abroad .then research and analysis on account of VERT.Finally to construct model and focus on VERT model output information for example of "produce the new product".In this paper, we compare and analyse the relativity of two random variables in the Stochastic Network Assessment Method through interpolation curve,the interpolation curve is Spline interpolation and Cubic interpolation,the conclusion is that cubic interpolation is a practical curve tools in the research of relativity,and the constructed function is rather smooth and irregularity,the figure has the adavantage of intuitive,so its applied research is very valuable.In the model simulation result,the paper get the frequency histogram of parameter and all kinds of statistical characteristics. Finally, the paper made a sensitivity analysis of project time and come to relevant regulatory measures. It made for a further risk analysis.
