On the one hand, developing information industry not only creates huge wealth, but also impels other industrial productivities by seeping to traditional industry, thus, information industry has two times economic efficiency. Therefore, information industry promotes the entire national economy develop; On the other hand, information industry mainly relies on the development of human intelligence resources, not the consumption of large-scale material resources, which causes the sustainable development to be Possible; Finally, information industry development has led to the development to culture, education, and service industry which explores many new employment fields and offers more occupation opportunities .In recent ten years, Liaoning Province information industry has made obvious progress, but still has big disparity with our country's developed Provinces and cities, from the aspects of industrial structure, development scale and so on. Liaoning Province information industry's scale and development level are at the relative backward condition, which will become the "bottleneck" , of economic development, especially with the high speed of information technology development, Liaoning Province is facing the Pressure of the rapid development of information industry all the world. On the stage of information industry shifting around Bohai economical area, how to grasp the development opportunity depending on region superiority has become the core work of correlated departments of Liaoning Province.On the foundation of analyzing foreign and domestic research results, this article has determined information industries' definition and the category, elaborated information industries' economical characteristic from the economic view; Have formulated the index system appraising the development level of information industry in Liaoning Province by referring to correlated specialized literature, chose the information industries jobholders, the total output value, the information industries increasing value, the information department employment population proportion which occupy all employed the population, the investment in the fixed assets and the information industries increasing value occupies GDP the proportion, six indicators used to measure Liaoning information from the internal, choosing the information industries sales revenue, the jobholders, the investment in the fixed assets, the labor productivity in the exterior measure, the average per person profits and taxes rate, the information industries increasing value proportion which occupy GDP, the telephone number among every hundred people and the information department employment population which occupies all employed the population ,they are a total of eight indicators; Then take Liaoning Province information industries as the object of study, which uses factor analytic method in the SPSS software's to conduct the empirical study to the Liaoning information industries, in the internal measure ,the result demonstrated that Liaoning Province information industries structure is unreasonable, which rely to the information product manufacturing industry ,but the information service industry development is quite backward, in the exterior measure's longitudinal measure, the result showed that from 2001 to 2006 the level of information industry in Liaoning Province advanced year by year ,The result demonstrates Liaoning information industries existence certain disparity which compared with development good provinces and cities in the exterior measure's crosswise measure; Finally proposed several suggestions about information industry developing and structure optimizing, which are hoped to be beneficial or edificatory to the policy of information industry development in Liaoning Province and economic development strategy.
