The research of this paper is the four level regional markets of Hubei Province. Hubei Province explicitly proposed to build the Wuhan city circle in 2003. The short _term goal is that the Wuhan city circle will be one of the most important growing extreme by 2020. Along with Hubei's development, various trades and occupations will focus on Hubei Market. At present, Level One & Two Markets have been saturated for many industries. So enterprises must transfer to Level Three & Four Markets to seek development space, However, the majority of enterprises have only done full excavation to Wuhan Market without stepping into two, three, four levels regional markets.The research techniques are historical document law and the case methodology. Based on the thoeries of Regional Marketing, Marketing Channel and Market Partition, we study the population, the lives of the people and the social economy to inspect the overall situation of Hubei's market. Then we divide it into four level parts according to three targets– total population, total output value, social consumable total volume of retailing along with Wuhan city circle theory and administrative partition. After that we carry on the characteristic analysis from two aspects to Hubei four levels regional markets. Again we get down to the problems of markets'entering model, channel management and the 4P strategies'radiation. Finally through the case study of Zhigao, we summarize the experience to develop Hubei Market and give some suggestions on how to develop Level Three & Four markets.The conclusions are that, it is necessary to adopt different approach models of entering regional markets. Channels will need to be adjusted and it is advised to build long-term cooperative relations with strategy manufacturers and distributors to achieve channel integration. Besides, 4P must be adjusted and then radiated to Three & Four Markets.The value of this paper is to provide background support for regional markets and reference to some of the problems may be encountered.
