Iron and steel industry is a pillar industry in national economic development, the level of it's development is an important indicator for overall national strength. Iron and steel industry needs to spend a lot of resources and energy, the process produce various of gaseous pollutants and solid waste, to address the serious resources and environmental issues of iron and steel industry, the form of eco-industrial park came into being. Eco-industrial park is a new models of iron and steel industry, which follow the natural flow of energy and the use of material to reconstruct the industrial system and benefit to both economic and environmental situation. The design of eco-industrial chain is a key factor of eco-industrial that make the system stability and sustainability. This paper studies on the design and evaluation of eco-industrial chain in iron and steel eco-industrial park.(1) The ecological industry chain in which one kind of waste is used to treat another based on eco-industrial technology is constructed. The characteristic of the ecological industrial chain is that, the waste is input from one end of the chain, and the product from the other end of the chain is used to treat other pollutants discharged from the industrial park or zone, having the double function to increase the recovery of waste resource and decrease the emission of pollutants. Based on the principle of recycle-economy and ecology, the eco-industrial composite symbiotic network for iron and steel industrial park is established, including small, medium, and large recycling, and the industrial chain of treating the waste through other waste". The evaluation of the industrial chain before and after its introduction shows that, this ecological industrial chain can effectively improve the eco-efficiency of the iron and steel industrial park.(2) This paper use the thermodynamic parameters-exergy to study the material flow and energy metabolism in steel industry system, evalue on traditional iron and steel industry chain and material, energy recycling eco-industrial chain respectively, Quantitative evaluation reveal that material, energy recycling eco-industrial chain can significantly improve the utilization rate of resources in the park.There are two types of exergy loss, reduce the external exergy loss can through waste recycling, and reduce the inside exergy loss can through energy-saving system and optimize the production process. The recycling ecological industrial chain in iron and steel eco-industrial park can significantly improve the utility rate of resources compare to traditional industries chains. This study comprehensively and systematically analyze the iron and steel industry eco-system, establish complex symbiotic network of iron and steel eco-industrial park, and based on exergy to evaluate the utility rate of resource. The study provide theory support for iron and steel industrial parks for sustainable development.
