Dalian plays an important role in the strategy of rejuvenating the old industrial base in northeast China and the implementation plan of the "Five Spots in One Line" coastal economic belt of Liaoning. How to take full advantage of the vast sea area and rich marine resources, optimize the structure of the marine industry, and coordinate the relationship between the economy and the marine environment has become an important research subject, which is propitious to the sustainable development of marine industry, and accelerate the realization of the "Oceanic Dalian".Based on the research at home and abroad, this paper uses systems analysis and energy analysis methods to study on the sustainable development of marine economy in Dalian from both environmental and economic view. Firstly it gives the static and dynamic analysis for the structure of marine industry to get the status of the industry and the level of its development. Furthermore with the principal component analysis, it selects two representative components to construct evaluation function model in the comprehensive evaluation of Dalian marine economic and environmental quality. Thirdly, it introduces emergy analysis to investigate the development sustainability of fishery ecosystem. The quantitative analysis and evaluation was applied into the improving fishery system of Dalian.The results showed that comparing one-three-two pattern in 1998, the structure of marine industry in Dalian presented three-two-one pattern in 2005, which was optimized gradually. The chance value and the entropy number of marine industry were chose in the following dynamic analysis. The former index was higher than the one in Liaoning but lower than the average level in China and the latter one was superior to the one in Liaoning and China. In the emergy analysis, the energy investment ration, the net energy yield ration, and the environment loading ratio was 1.23, 1.57 and 1.65, respectively in 2005. The environment loading assumed a tendency to descend, and sustainability index was around 1.00 steadily from 2001 to 2005. That means the fishery ecosystem in Dalian developed up to a higher level and environmental pressure was not great correspondingly.The city should pay more attention to adjust the structure of marine industry. In order to promote the sustainable development of marine economy, the investment proportion of advanced technology should be enhanced gradually, and effectively application of competitive resource should be strengthened at the same time. Then the tendency of marine industry in Dalian goes towards diversification and stabilization.
