Research On Present Situation And Countermeasures Of Marine Aquaculture Industry In Blue Economic Zone Of Shandong Peninsula

With the increasing amount of land resources shortage and growing population, most coastal countries and regions have their eyes turned to the sea from the land, people prefer to obtain food and energy of high quality from the sea just like we used to gain food from green plants, which speed up the research and utilization of the sea. Marine economy has risen up to the strategic level for most coastal countries, and the ocean is becoming a main food resource for human beings. However, with the exploitation of the fishery resources, marine fish is facing the increasingly danger of depletion. Thus, marine aquaculture industry is given new opportunities because of its highly efficient output. Shandong Province is regarded as one of the most developed province in marine aquaculture; the development of marine aquaculture industry has made substantial progress in recent years, which has replaced marine fishing as the main source of obtaining sea products for local residents. With the establishment of the Blue Economic Zone of Shandong Peninsula, the strategic position of marine aquaculture industry is becoming more and more prominent in the blue ocean economic zone of modern industrial system. In the rapid development process of marine aquaculture industry, Shandong Province inevitably sees a serious of problems that it’s incompatible with social and environmental development. In order to ensure the sustainable development of the marine aquaculture industry in Shandong Province, we need to combine the economic and social status with natural resources, formulating a set of development strategies that conform to the practical situation of the marine aquaculture industry in Shandong Province.This paper based on the current situation of the marine aquaculture industry in the Blue Economic Zone of Shandong Peninsula, in the guidance of Scope Economic Theory, Industrial Structure Optimization Theory, Comparative Advantage Theory and Maritime Carrying Capacity Theory, conducting a qualitative analysis for the advantage and disadvantage of marine aquaculture industry in the Blue Economic Zone of Shandong Peninsula with Porter’s Diamond Model. Then extract several typical factors from present condition analysis and diamond model analysis, compare them with other nine coastal provinces and cities using principal component analysis. In the end, this paper recommends several appropriate countermeasures to develop the marine aquaculture industry in the Blue Economic Zone of Shandong Peninsula on the basis of the final qualitative and quantitative analysis, which provides theoretical support for the sustainable development of the marine aquaculture industry in Shandong Province.Diamond model analysis shows that Shandong Province has certain advantage in the factors of production, market demand, related and supporting industries, government support and opportunity factors. While disadvantages always coexist with advantages, the marine aquaculture industry in Shandong Province still has a set of issues such as environmental degradation of breeding sea area, capital scarcity, the aging of fishing facilities, the shortage of supportive policy and insufficiency of consumption demand. Principal component analysis indicates that compared with nine other coastal provinces, the domestic demand of Shandong Province is relatively insufficient, which is becoming more and more restrictive for the sustainable development in the Blue Economic Zone of Shandong Peninsula. In order to ensure the sustained and healthy development of marine aquaculture industry in Shandong Province, we should continue to strengthen the advantages while gradually address the existing issues in the process. According to the results of Diamond model analysis and principal component analysis, the sustainable development of marine aquaculture industry in the Blue Economic Zone of Shandong Peninsula need to focus on the improvements in these several aspects:First, focus on repairing damaged aquaculture farming area, optimize aquaculture environment; Second, set out scientific carrying capacity and breeding density, promote sustainable development of marine aquaculture; Third, optimize aquaculture species and layout structure legitimately, improve the intensification of marine aquaculture; Fourth, accelerate technical progress of aquaculture, exert the potential ability of technology to give a major push to develop marine aquaculture; Fifth, transform the management functions of government at all levels effectively, serve marine aquaculture with high-efficiency; Sixth, increase financial support for the marine aquaculture industry; Seventh, improve anti-disaster capacity, escort the safety production of marine aquaculture.
