Today, with the incorporate economy of the world and the innovation of technique, enterprises face the more complex environment and competition they had never meet. In order to survive and develop well, they can not avoid the problem that they have to change. Change includes a series of course, but, in the final analysis, the key point is to change the people. So, human resources management is very important for enterprises to transform, it directly influences the result of the change which would be success or not. Shanghai Cellstar Customer Service Department had been effected on by the market's environment, the volume of business reduced constantly, and there are many other problems in it. It must be changed at possible as quickly. To achieve the above goal, this paper introduces and anatomizes its actuality to find out the existing problems within it. On this base, under tissue change theories and the related theories of human resources management, this paper puts forward a set of appropriate measures of human resource in the change to make the enterprise's strategic goal come true. This paper may provide certain references for enterprises which have the similar situations.
