After nearly 60 years of development, especially after the reform and opening-up of 30 years, the civil aviation transportation of china has made considerable progress. After several reform of the managerial system, the pace of development in civil aviation transportation has increased remarkably.At the same time, the railways, highways, waterways, and other modes of transport in China have made the rapid development also. With the increase of the degree of marketization, the occupancy and composition of proportions of the different transportation in the market have been changed largely, and the competition between these transportaion is also in full swing. Although the civil aviation transportation has rapid development, its market share is not high, and faced with "internal and external problems."In addition, the civil aviation transportation is of a certain degree of the public service sector, not only to ensure that the airlines' own survival and development, but also the provision of public transport services.The central idea of this article is with the comparative analysis the development of the United States and Europe civil aviation management system, and combined with previous Chinese civil aviation management system implementation, trying to find out the way on the further deepen reform about the management system adjustment and optimization of the organizational structure, in order to help the Chinese civil aviation transportation developing healthily.The next step on the civil aviation system, the authors believe that although the civil aviation transportation with some degree of the public, but it belongs to compete for, but bear a direct responsibility to the public, the government has had to a certain extent, control of the business. Chinese aviation transportaion is not only small-scale, but also has excessive competition seriously phenomenon. Air transport is belongs to service business, but has its own characters: technology and capital highly intensive, in particular to highlight the safety factor. The layout of routes, frequency, airport facilities, choice of models are bound to have a national co-ordinating the rules so as to adapt to the coordinated development of national economy. Since companies remain at the low level of a blind competition, this will inevitably affect the healthy development of civil aviation. In the current market economic system reform and reform of the administrative system has not improved, together with the shortage of the resources (route, flight time and the flight crew, maintenance staff, etc.) in civil aviation due to the rapid development, the deregulation should not being too much and too fast, we should perform the further civil aviation management system reformation with the rules that limit the size, and develop the economic competitiveness priority.This article will include three chapters that followed:Chapter One, to review the changes of the United States and Europe civil aviation management system, and the different ways that the United States and the European Union taken during the reform were analyzed; at the same time introduce the United States and Europe civil aviation agencies, to give the advise of Chinese civil aviation management system and organizational structure adjustment.Chapter Two, to review the development of Chinese civil aviation management system, and make analysis of the status in quo, pointing out that the current problems;Chapter Three, based on the theoretical of the management system, with the learning from the United States and Europe of the restructuring of civil aviation management experience and lessons, to make recommendations for the next step of Chinese civil aviation management system reform.
