Study On The Local Government Function On Informatization Construction

With the fact that the accelerating of economic globalization course and the swift development of the information technology revolution, informatization has already becoming the new important driving force to the development of social productive forces and progress of human civilization, and be guiding world economy and society to happen enormous transform. The Communist Party of China and Chinese government attach great importance to informatization, vigorously promoting national informatization, and promoting the integration of informatization and industrialization, has become China's modernization as a whole cover a strategic move.Informatization relates to the building of economic and social life and is a social system engineering, and government plays an important role in informatization especially in the initial stage. However, with the improving of socialist market economy and the accelerating of government runctions'transformation,in the face of this new thing informationization, the government's traditional management structure and management methods, is still unable to meet the objective requirements of the development. Government particularly the local government which has less management means, is urgently needed in the theory research and practice exploration that the government how to play a more effective role to deeply promote the development of informatazition.By reviewing the development of our China's informatization and the government in the role of it, Jinan City as example, this paper analyses the government in promoting the informatazition and the problems that exist in the deep-seated reasons. In this paper, the developed countries and advanced in the domestic informatazition experience in promoting the practice was summarized. This article from economic regulation, market supervision, social management and public services,the four aspects of government functions, analyse the function positioning, focus and work methods of government's role in informatazition. According to Jinan's actual conditions, from the perspective of the public administration, put forward a sound informatazition management organization structure, improve the system of laws and regulations policies and standards, innovative informatazition working mechanism, strengthen independent innovation of information technology and personnel training, strengthening information security System construction, and other aspects of the five policy proposals.This study was to take extensive reading, the collection of information, research and so on, in the light of the specific form of practical work experience and lessons learned, in-depth study of changes in government functions and reform of the administrative system of background, how to properly handle the government, the market and Community relations, and identify the role of local government, the election focus on the work of the direction, give full play to the Government in promoting informatazition in the building role. In theory, to the transformation of government functions in the framework of requirements, identifying information of the functions of local government building targeted for correctly handling the market economy and government management, rationalize the information management system provide theoretical support; In practice, to actually based in Jinan, the analysis of the current information construction should focus on strengthening areas of work and conditions of a market economy under the appropriate means to work, then the corresponding measures for local governments and departments in charge of information industry to provide relevant work And theoretical basis for policy recommendations.
