Study On Government Functions Of Famers Cooperatives In En Shi Hu Bei Province

Famers cooperative is a bridge that connect farmers and the market.As a cooper-ative economic organization,it can promote the development of rural economy scale;As an innovation of productive organization form,it contributes to developing organization level of agricultural production;As a change of the productive and distributive modle,it contributes to the adjustment and improvement of the rural relation of production.The central file No.1 has stress many times to developing the rural economy so that stabilize the grain base,and developing farmers cooperatives is the main way in the present rural economic reform.However,the famers cooperative has natural weakness,and there are many problems should be solved at the same time of the current rapid development.Enshi Hubei famers cooperative has rapid development in recent years under the influence of government support and the dividends,but in the process of development,there are also some difficulties which has a close contact with the Enshi government's policy to the famers cooperative.On this background,this thesis according to the actual situation of Hubei Enshi district government for the cooperative development so that research achievements and deficiency of government support way,and analyze the suggestion of strengthening the government function.Firstly,combing the domestic and foreign development of farmer cooperatives in the demonstration of the role of government,and some scholars on the relationship between government and farmers cooperatives,helping farmers cooperatives development measures as well as the terms of the government action and organize the government regulation theory,the theory of empowerment and partnership theory,illustrates the value of cooperative system,combined with China's national conditions expounds the dialectical relationship between the government and farmer cooperative development,for the following empirical analysis to lay the theoretical foundation.Secondly,according to the actual situation of agricultural cooperative development in Enshi of Hubei province,the local government involvement in cooperative development of descriptive analysis of the facts,summarizing the government measures to promote the development of farmer cooperatives,existing problems and the reasons of the problem,providing the factual basis for the following optimization measures,what's more,analyzing the actual case of government in the domestic and foreign developent of farmer cooperatives,sort out the law about financial,tax and other measures to promote the development of cooperatives practical experience,for Enshi government promoting the development of cooperatives play a modest role for reference.All in all,this paper are concluded that the government should keep reasonable intervention in cooperative development process,only in this way can achieve a win-win effect,and according to the actual situation of Enshi,combing with relevant experience and policy,deepening the understanding of agricultural cooperatives,improving the relevant laws and regulations,training farmers lead abilities and other aspects to optimize the government roe in the development of agricultural cooperatives.
