Reform at three state-owned commercial bank: China Construction Bank(CCB), Bank of China(BOC) and Industrial and commercial Bank of China(ICBC), has made rapid progress, and Agricultural Bank of China(ABC),the weakest of the four lenders, is discussing and preparing for the reform. however, most of city commercial banks, rural credit cooperatives and other financial institutions, which have many problems and risks, need reform very much. The reform at state-owned commercial bank affords the financial institutions experiences and lessons, and the outcomes out of the reform at state-owned commercial bank, are greatly useful for the reform at the financial system.The paper tells of the main target and working approach of the reform at state-owned commercial bank by analyzing the necessity of reform, and by studying experiences about reform at bank abroad. It also analyzing the great change after reform at several state-owned commercial bank with empirical study. The paper also points out the problems, and gives some suggestions to solve them.Chapter 1 of the paper talks about the meaning of the topic and the thinking working approach to it. Chapter 2 analyses the experiences of reform at state-owned bank in French and Hungary. Chapter 3 tells the target and task of reform at state-owned commercial bank, and analyses the working approach of reform from five aspects. Chapter 4 analyses the great change after reform at state-owned commercial bank from seven aspects. At the end of the paper, the author analyses the problems and offer some suggestions.The distinguishing features of the paper are: giving the working approach of reform at state-owned commercial bank, and analysing the change after reform.
