In the process of deepening the reform of electricity system, carrying out "Separation of Network Operations and Generation, and Making Electric Generation Market Competitive in Power Market", building a electricity market system of separation of enterprise, fair competition, orderly opening and healthy development, the new situation, the new system and new tasks bring power grid enterprises with new opportunities and new challenges, but also given a new mission. Under such circumstances, examine how to build the performance evaluation index system which in concert with company's business strategic and use corresponding evaluation method to deeply analyze the power grid enterprise's performance and its affecting environmental factors has important theoretical value and practical significance for the enterprise to realize value, reduce risk and enhance performance.From general performance evaluation methods, focusing on characteristics of the power grid companies, based on the combination of DEA, Tobit regression and SFA methods, the paper study and explore the power grid enterprise's input-output performance and external factors that affect the performance. The main work includes following:First of all, on the basis of reading relative literatures, through description and definition the performance, performance evaluation and related concepts, the second chapter defines the connotation of the performance evaluation of the power grid enterprise. And then discuss the characteristics of the different performance evaluation methods after reviewing literatures about the performance evaluation both at home and abroad. Finally, sum up the quantitative DEA performance evaluation that suit the characteristics of the power grid enterprises, and review DEA application in the field of the performance evaluation of power gird enterprise. Also point out the existing shortcomings of the application.Then, in the third chapter, the paper introduces the basic theory of empirical analysis-Data envelopment analysis, Tobit regression model and Stochastic Frontier approach. Detailedly introduces the DEA model, the DEA application process in the enterprise performance evaluation, as well as the advantages and restrictions of DEA analysis. And then discuss the mechanism of combined use of basic theories introduced above and how to use the steps. After that, based on the analysis of the input-output characteristics of the power grid enterprises, the fourth chapter first builds the index system of the performance evaluation of power grid enterprise. And makes empirical analysis based on the data of 12 Power Supply Bureau of one region. Empirical analysis includes: using the classical DEA model to discuss the performance evaluation of power grid enterprise; analyzing the factors that affect the performance; discussing the combined use of the DEA and SFA in the analysis of the performance evaluation of power grid enterprise after taking into account the environmental factors. The empirical results show that the method is feasible, and can better reflect the actual situation of research object. In the meanwhile, the method provides a new idea on the performance evaluation of the power grid enterprises.Finally, the last chapter makes a conclusion of the performance evaluation of the power grid enterprises based on empirical analysis, and put forward the lack of the study and the direction for further research.This article has made the innovation exploration in the following aspects:Firstly, deeply analyze the internal and external factors of the performance of the power gird enterprise, in particular, combine the DEA and Tobit regression method in order to identify the objective external factors on the performance of the direction and extent of the impact.Secondly, make a try to adjust the effects of environmental variables and statistical noise on performance under the framework of data envelopment analysis. Rules out the impact of environmental factors, and then carry out a more objective and comprehensive appraisal on the performance of the power grid enterprise.
