With the change of external environment such as politics and economy and with the fact that the technology progressing rapidly, the market competition aggravating unceasingly and the trend of consumer demand's individuation developing accelerated, the entire ambient condition's uncertainty been faced with by enterprise has been increasing day by day. Meanwhile, the way of development that an enterprise depends on its own resource to meet the market competition, has been washed away by the market. On this condition, an enterprise how to make use of various inner and outside resource, how to respond the market changes rapidly and how to make a survival and development of the enterprise, have been a problem that the enterprises have to face.. The strategic alliance based on supply chain seeks the advantage of unitary competiton and complementary resource. This alliance meets the demand of market, brings forward a new way for the enterprise to compete and promotes the enterprise's development.The dissertation based on the theory of industry economics and management, analyses the experience of the foreign enterprises about strategic alliance based on supply chain, builds the framework of srrategic alliance based on supply chain on organization and operation control. The dissertation puts the study emphases on the four aspects: the choice of alliance co-worker and organization model, the venture control of alliance operation, the stability control of alliance operation and performance estimate of alliance.The dissertation, in the fourth chapter, designes the target system of the co-workers' choice and appraisal based on the alliance's partner choice standard, uses fuzzily gather analysis to select the strategic alliance's co-workers, and studies the decision-making of alliance organization model based on the enterprise's resources and the degree that the enterprise participate in the alliance. In the fifth chapter, the dissertation carries on the limits and analysis to the connotation an characters of the alliance's operation risk, studies the classification of venture according to the alliance's operation course, and analyses three venture control models. In the sixth chapter, the dissertation puts forward the stability control model of strategy alliance based on the cooperation in management, the amalgamation of culture, the trust among the enterprises, the distribution of profit and external adaptability, and analyses the connection between the alliance stability and co-worker choice and alliance's management using game theory. In the final part, the dissertation designs general appraisal target system that includes social factors, uses the BP neural network to assess the strategic alliance's performance based on supply chain, and brings forward countermeasures on the strategic alliance's development based on the supply chain in our country.
