Study On The Application Of Manager's Performance Evaluation System In The Group Company Based On EVA

As market competition intensifies,more and more enterprises have come to realize that operators or entrepreneurs enterprises are essential for a valuable resource to gain competitive advantages. With the continuous development of professional managers market, many management personals enter the market. At the same time, a large number of state-owned enterprises aiming at establishing a modern enterprise system begin to compete with private enterprises, foreign-funded enterprises for the scarce human capital. There are still many differences of the income levels of the operators of the state-owned enterprises compared to the operators of non-state-owned enterprises , management personnel evaluation mechanisms of the state-owned enterprises is hard to attract and keep talented people, that is state-owned enterprises do not have attractiveness to the talents. Talent bottleneck becomes the prominent plight to state-owned enterprises and it caused a severe impact on market competitions and sustainable development.This article introduces EVA performance evaluation of state-owned enterprises operating system, constructs an EVA-based integrated performance evaluation model, and discusses the necessary support for the market economy environment in order to ensure the results of the operators based on EVA performance evaluation of the implementation. This article figures out the establishment of the concept of performance evaluation security system based on the value creation and use EVA to develop enterprise management system and the mechanism for selecting personnel, and establishment of EVA culture. Using EVA to evaluate operator performance, it can not only avoid the operators to seek their own interests and maximize the use of earnings management accounting profits for its operating results distort and deceive investors; Moreover, the reverse has also changed the "free capital" illustration of operator to the rights and interests of capital and introduced the concept of cost of equity capital. In this paper, in view of the calculation of EVA enterprise can be fully on matters of corporate accounting adjustment of the relevant evidence of the state-owned enterprise groups, the Group should set accounting adjustment projects and equity capital costs of methods based on respect of the characteristics and differences in accounting policies, and establish regular review system in conjunction with the different stages of development enterprises and accounting policy adjustments and changes in the external environment. This article holds that large state-owned enterprises (especially the central enterprises) operators not only play the role of entrepreneurs, also given heavy social responsibility and political responsibility, it is not the operator of state-owned enterprises EVA implementation of a single performance evaluation system. So we should use indicators and the value management concept to improve the performance of state-owned capital evaluation system, and simplify financial evaluation indicators, highlight weaknesses in management, reservations non-financial appraisal and evaluation index system. Operators will be integrated into EVA and long-term performance evaluation and salary unpaid management system, operators pay and enhance their ability to create long-term value of combining. At the same time, the paper will also point the original performance evaluation mechanism defects and improve the performance evaluation process, the introduction of independent external intermediaries on the performance evaluation process and results of the special audit procedures, greatly improving the transparency and evaluation of the credibility of the results. In addition, this paper will study the environment for the use of EVA in state-owned enterprises and also mention corporate governance, external environment, management systems, corporate culture, and other aspects for building a security system EVA performance evaluation. By EVA-based operators of the Group's internal performance evaluation system, and security system design and how to use EVA further to improve and refine the performance evaluation of state-owned enterprises operating system is of great practical significance for the state-owned enterprise groups in the capital cost of establishing internal awareness and how to make use EVA fair, objective evaluation of the operators value creation, creation of self-interest and the operator convergence of the interests of the shareholders performance evaluation mechanism reference.Based on the study conducted at home and abroad using EVA performance evaluation, the article takes a large state-owned enterprise group internal operating achievements evaluation system and evaluation mechanism for the case.
