Study On The Transform Of Villages In City Based On Smart Growth Theory

The village in the city (VIC) is a unique phenomenon that formed part of China's urbanization efforts, and it is the special product of the dual-economic structures in China for a long time. The village in the city (VIC) has caused a series of problems on the economy, environment, landscape and culture of the cities, and they have badly influenced the outlook of cities, the construction management, the intensive use of land, the spiritual construction of the city so on and so forth. Therefore it is necessary to transform the urban villages.With the rapid progress of urbanization process in China, Chinese cities witnesses an extremely fast development and they are expanding around like frog jumping. A large amount of good farmland is replaced, which leads to the waste of recourses, and the more and more serious pollution problems. To avoid the irreversible effect in economy and environment caused by the expansion of cities and what have happened in the United States, many Chinese scholars have paid much attention to Smart Growth theory which is an American successful experience theory, and have much study on it, and they hope it can give the right direction of the urbanization in China.Smart growth theory which was first promoted by the governors of the Maryland in the United States in 1997 emphasizes the importance the concerted development of the environment, society and economy, and it promotes the development style of intensity, centralization and high affectivity. It is vitally important to develop and transform the villages in city which are the important reserved land in cities with the effectively practice of the Smart Growth theory.This article is trying to find out where the problems lie in the transform of the villages in city through the analysis of the research home and abroad on this issue and of the cases on transform of the villages in city in Xi'an city. analyze the government and villagers and investor who are concerned with the transform of the villages in city using bo'yi theory, and get three transform-models about them, and give approaches to choose the transform models on different villages in city basing on the character of the villages in city in Xi'an city, and give some strategic suggestions on transform under the condition of serving the rational increase of cities according Smart Growth theory.
