Study On The Measuring And Calculating Method For Economic Benefits Of Urban Transportation Comprehensive Improvement Project

In recent years, to solve the problem which transportation can not adapt to urban development, they have carried out large-scale comprehensive improvement projects in many cities in China. However, there is not a commendable measuring and calculating method for economic benefits of urban transportation comprehensive improvement, and there is a problem of double calculating for economic benefits if they accumulate with economic benefits of sub-project. To solve the problem, the paper presents a new measuring and calculating method for economic benefits which is calculated with economic benefit of"gained objects". The method is objective to calculate the economic benefit, and it presents the scientific underlay for decision-making of urban transportation comprehensive improvement.First of all, by analyzing the domestic integrated urban transport improvement project Case, the text abstracts the concept of city comprehensive transportation improvement. the improvement project include four sub-project, the road network improvement, public transport improvement, static traffic improvement and traffic management improvement. The text analyze the specific characteristics of the traffic improvement measures, abstractly analyze the impact range of the sub-project. And find that there are double-counting problems in the current economic efficiency calculation method of city comprehensive transportation improvement. Secondly, By Analyzing generation mechanism and measured indicators of sub-project economic efficiency, we get the conclusion that the Calculation of economic efficiency are for several benefit parts and give the integrated economic efficiency method for bus Bicycle Pedestrian and management. Thirdly, study economic efficiency method for the main benefit and discuss some parameters and data survey. Finally, it demonstrated the economic benefits calculation method with the example of Guangzhou city comprehensive transportation improvement projects.The main innovation of the paper is as follows: Propose the concept of economic benefits of urban transportation comprehensive improvement and use abstract analysis to scientifically describe the affected areas of transportation comprehensive improvement sub-project; Use causal analysis to analyze economic benefits of the sub-project and measured indicators; Depending on the main benefit subjects, such as cars, buses, bicycles, pedestrians and so on, the cost-effectiveness analysis method is put forward in order to calculate benefits of different beneficial subjects; Based on the study on the original traffic, the transfer traffic between different modes and the allured traffic, the method is proposed in order to measure economic benefits of each beneficial subjects.
