Study On The Reliability Of The Comprehensive Index Evaluation System Of Industrial Economic Benefits

Industrial economy plays a leading role in the national economy.National economic security must require the stable and healthy development of industrial economy.With the rapid development of new industries such as new technology,new industry and new mode,it indicates that China's industry has entered a new stage of modern development,and the evaluation system of industrial economic benefits must also adapt to this new stage.This paper focuses on the national economic security,based on the new stage of industrial development,under the guidance of modern safety economics and national new accounting system,based on the theory of safety science and engineering,and based on the actual industrial development of Heilongjiang Province,selects the representative Harbin(comprehensive city)and Daqing(resource-based oil)of the whole province and different industrial structures Based on the 10-year original sample data of four cities,including city,Hegang(a resourcebased city dominated by coal)and Suihua(a city with a large proportion of Agriculture),this paper makes a deep research on the current comprehensive index evaluation system of industrial economic benefits,which is still in use in China,by innovatively using multiple statistical analysis and other technologies,and reveals many problems existing in the evaluation system and the untrue calculation results of the comprehensive index It is not reliable.The use of such unreliable evaluation results to guide practical work has seriously affected the safe,stable and healthy development of industrial economy.The purpose of this paper is to provide sufficient empirical evidence and solid theoretical basis for the country to establish a new evaluation system of industrial economic benefits to meet the needs of industrial modernization.Through the study of the existing problems in the evaluation system of industrial economic benefits,the need to improve the evaluation index itself,and the unscientific and unreasonable distribution of index weight and standard value in the calculation formula of the comprehensive index,it shows that the calculation results of the comprehensive index are not true and reliable.Through the use of multivariate statistical analysis technology,the statistical chart analysis of seven index data of the whole province and four cities shows that the fluctuation range of the index is different;the correlation analysis of the original data of the evaluation index shows that some indexes are highly correlated;through the analysis of the variation of the evaluation index,it shows that the concentration and dispersion of the evaluation indexes of four cities with different economic structure are different,and the overall index is different The mean value and variance are not equal;through the multiple combination comparative analysis of four different city indexes,it shows that the overall mean value of different combination indexes is significantly different;taking the total data of the whole province as an example,the principal component analysis shows that there are only three independent comprehensive variable principal components in the seven evaluation indexes of the whole province,indicating that the evaluation indexes are not independent variables,and the non independent variables have repeated information,resulting in the overlap of information quantity Moreover,it covers up the essential characteristics of industrial economic benefits.The results show that the current comprehensive index evaluation system has many problems in index selection,structure arrangement,weight distribution,standard value use and so on;the contribution rate of evaluation indexes to the whole is different in different cities and regions with different industrial structure,and the degree of their function is different;the evaluation indexes do not directly reflect the role of innovation methods such as scientific and technological progress in improving industrial economic benefits And so on.These problems seriously affect the veracity and reliability of the calculation results of the comprehensive index of industrial economic benefits.At the same time,combined with the actual economic operation of Heilongjiang Province,it shows that the calculation results of the comprehensive index are not in line with the actual situation of economic development,which makes the decision-makers unable to grasp the economic situation correctly and fail to make correct decisions in time,resulting in the lagging economic development,serious decline in rank and affecting the safe and healthy economic development of the whole province.These studies have important reference value for the country to establish a new evaluation system of industrial economic benefits to meet the needs of industrial modernization.
