The traditional construction project organization management mode(viz. Design-Bid-Build) is an overall-contractor mode based on the complete shop d(?)awings,which has been widely-implemented in China currently and formed the coincidental operation system.Due to the lack of effective controlling and balancing mechanism of rights and interests during the project practice,it is difficult for the traditional contractor mode to form the effective internal restriction and force the self-discipline of the contractor.The external controlling mechan(?)sm also fails to work effectively due to the effect of the information imbalance.The overall-contractor system organized by the subcon(?)ractors of different levels is also the reverse of the owners' wish to lower the cost by dividing the work according to system.Under the above mentioned background,this article is focused on the study of how to optimize and improve the traditional mode.Firstly,change the controlling and balancing mechanism of rights and interests between the contractor and the owner by changing the contract relationship.Ask the contractor to provide the service and set up the cost quotation system in order to change its role from total cost control to construction cost control,which is to complete the construction according to the cost stipulated in the contract.The contractor shall be paid according to the quality of construction service it provided.In this way,the contractor's profit method shall change from pursuing the maximum profits based on the contract value to gain the corresponding payment based on the construction service quality,which will enhance the contractor's self-discipline and avoid "converse choice" Secondly,use the contractor as a bridge to sign the three-party-contract and intensify the contractor's main responsibility,the owner shall have a direct talk with the different system subcontractors and service subcontractors in terms of cost,thus gaining the interests by lowering the cost due to the systemized construction. Thirdly,ask the contractor to provide the evidence to prove its service fits the owners' requests instead of the owner supervision system.In this way,the owner's supervision cost will be reduced during the project implementation period.Based on that,the operation of the optimized contractor mode still shall be guaranteed by the special mechanism.To be more precisely,the mechanism of quality guarantee and insurance policy,construction performance and construction quality qualification system and stimulation -control system.
