In the society,which market as the main body of ration,government effectively alleviate the phenomenon of “market failure”.With the development of society,the improvement of living standard,the contradiction between the limited government resources and increasingly public demand is obviously.So,to reduce the burden and risk of investment,improve the service quality of foundation construction,PPP model is widely used at home and abroad.As an important measure of supply-side reform in new normal investment field,in China,after three years of development,PPP model has been widely used in the field of infrastructure and public services,and also has become the world's largest PPP market,the proportion of the project is much higher than those developed countries.In many of the social capital,the contractor of the state-owned and the state holding construction occupy the leading position,and they takes on the multiple responsibilities about project investment,general contracting of construction,professional construction and project financing guarantee.Risk sharing is the reality that all investors must face and unavoidably,which basis on the core principle of sharing risk and revenue sharing.PPP mode exists many risk factors on the resbect of project,policy and social capital,these factors always together with many problems in the the process of imlementation of the project,which will be seriously affected the smooth implementation of PPP project,the survival and development of social capital,so strengthen the risk management of the PPP project is the priority among priorities of all parties involved.The paper based on the view of the large state-owned construction contractor,make risk management and internal control standard as the foundation,through the development of the situation and problems of PPP model,and use the inductive method,deductive method,field survey method,SWOT analysis method for the research on the risk control of PPP project.The main content of this thesis includes introduction,theoretical basis,the status quo of domestic PPP development and existed problems,SWOT analysis of PPP project on the large state-owned construction contractors,design of risk control of PPP project,the relevant securitymeasures,and the seven part of conclusion and prospect.Research shows that,the PPP project in line with the construction contractor's development needs,an risk management of the whole life cycle is crucial to the success of the project.The contractor should be realized,in the PPP model,the main identity has changed from the engineering contractor to the project investment,we need to change the way of thinking,establish the concept of long-term investment,construction risk management system and adapt to PPP model,at the same time,we need control the project within the within the acceptable range,to ensure the success of the implement of the project and the enterprise normal operation.
