China has become a member of WTO, which means that Chineseeconomy has been a part of the world economy, that competition in the market has beenmore and more important, and that rivals has been stronger and stronger. As a speciallarge company owned by state, Shengli Company of China Sinopec has to recognize theimportance of competition, to realize the innovation of notion and management, and totake the modern Logistics as a "third source of profit" seriously, and seize the trend ofdevelopment of modern logistics. In order to adopt the double demands of developmentof Dongying city and Shengli Company, the author think that the supply department ofShengli should reforms its current system, develop and introduce modern logistics,establish the special supply system. With promoting the traditional supply management,at the same time, on the one hand, we will contribute to the improvement of two polarseconomic structure of Dongying City, on the other hand, we will contribute to the costreduction and production. From the status quo point of supply system, the authorprovide a rule of supply management, give a summery of the supply system reform, findthe problem which has not adopted today's demand, and propose a series of measures toimprove it. Combination with the facts and trends of supply system reform, we find thestrengths of modern logistics, and it is possible to develop efficient logistics system.Finally, we propose the route of developing modern and efficient logistics: it is to stableand improve current supply management system, establish and improve modern andmulti-layers supply system, establish the supply center with supply chain management,steeply develop the third party logistics system, design different units in differentdistrict, develop net- logistics by information techno lodge, introduce and cultivatecomplicated management faculty.
