Research On The Related Problems Of Total Budget Management In TianJin Iron&Steel Co.

In recent years,more and more large steel project have been set up.It will have deep influence on the structure of the domestic iron&steel enterprises.As the competition management and control have developed deeply in cost management.It can help the enterprises exist and achieve the target of profits maximum.The comprehensive budget management and its experience of success have gradually been accepted by the iron &steel enterprise both domestic and abroad.This paper firstly explains the definition and the deep meaning of the total budget management.It also reviews the history of development of the total budget management,which is divided by four phrases as cost budget,financial planning total budget management aimed at target profit and total budget management aimed at strategy.Meantime,it gives the background and characteristics of each phrase and points out the direction of the development of the total budget management.Secondly, it explains the theory on how to establish the total budget management system including the system of budget organization system,the establishment of the budget goal,decomposing of the budget goal,construction of the budget responsibility network,total budget management process,budget compiling scheme,budget information monitor and feedback system,the assessment of budget information. Finally,based on the experience on carrying out total budget management system of domestic enterprise,and the guidance of the theories on total budget management and the policies which are established by our country,the total budget management model of Tianjin Iron&Steel Co.was elaborately and systematically built.In this paper,by using the researching methods of strategic analysis,investigates, historical cost analysis,case studies and other research methods,in close connection with the actual day of production and operation,A new system of Tianjin Iron&Steel Co total budget management was made at the end of this paper,which have a strategy target,a Business planning,a controlling target of year budget,a controlling way of flexible budget,Covering the production,marketing investment,research of Tianjin Iron&Steel Co.
