As the further development of economic globalization and the continued opening up of international service market, foreign direct investment (FDI) in service sector has become the most important area of the world FDI field. However, compared with developed countries, China has absorbed most of the foreign investment in the manufacturing field. The characters of service determine that FDI is the most important way of cross-border deal of service. The vast flows of FDI to services industries will promote the developments of services and economics, introduce from abroad the advanced technologies and management expertise, contribute to the opening up to the outside world of services industries, increase the capital stock, create more job opportunities, optimize the structure of production and so on. On the mean time, the FDI flows to services industies have some negative impacts on economics, politics and culture of China. Therefore, it is very meaningful for us to do some research on the effects and determinants of FDI flows to China services industries which could bring some theoretical value and practical meaning to the attracting of the FDI flows to services industries and developments of services industries.There are a few researches on the determinants of FDI flows to China services industries and even fewer empirical researches on that area. The article uses Principal Component Analysis (PCA) analyze 9 selected factors: GDP, GR OF GDP, Marketization, Urbanization, Open, Infrastructure Station Construction, Per Capita Disposable Income, Wage and Human Resource. It comes to the conclusion that two determinants are principle. After that, Principal Component Factor Analysis is used to select the unimportant factors and then delete those factors to get 5 factors. After that different combinations of those factors and SFDI are linear regressed. Finally, it got the best conclusion: the relationship between FDI flows to services industries and growth rate of GDP is positive; Infrastructure Station Construction also has the positive effects on the FDI flows to services industries. On the other side, Open has the distorted negative effects on the FDI flows to services industries.In order to seize the good opportunity of the recently accelerating cross-border foreign investment transfer in service sectors, and to minimize the negative impacts of the foreign investment, China should formulate and implement the right FDI strategy in services urgently.Finally, in the empirical analysis of our country's reality of absorbing FDI in service sectors, and on applying the theoretical research results and lessons learned above, this article has concluded our country's future service FDI strategy, and given corresponding policy suggestions.
