Since the foundation of New China especially the reform and opening from 1978, the area of existing building has increased rapidly in our country. According to the data by former Ministry of Construction, the area of national building has reached 40 billion square meters in 2005, and will reach 70 billion square meters by 2020. Meanwhile, the thought of"pay attention to construction rather than management"for a long time result in unsafe on existing building structures, parts and equipments without effective maintenance. Building demolition is also lack of effective safety management. Developing and improving domestic building control systems is an urgent task.This paper pays attention to building management activities such as routine use, inspection, identification, repair, reinforcement and demolition. The author first compares laws and regulations, organization settings and capital sources among mainland China, Chinese Hong Kong, Chinese Taiwan, Singapore and USA by literature review and spot investigation. The emphases are the characteristics, their causes and background. Subsequently, this paper analyzes the situation of domestic building management by questionnaire investigation. The author finally puts forward some suggestions on developing and improving domestic building control systems concerning laws and regulations, organization settings and capital sources based on comparison and investigation results above.The laws, regulations and organization settings of building management in mainland China differ significantly from other counties and regions, no matter on characteristics or their ideas. These differences are manifested as the structure of laws and regulations system, the object of laws and regulations, related organization's working responsibilities, working contents, working manners and amount. Moreover, the legal status of compulsive technical standards is not high enough in mainland China. These differences lead to the fact that the ideas of life cycle management of buildings are not embodied perfectly and safety of domestic buildings during long-term use and demolition phases are not guaranteed. The restriction of capital sources goes against related management activities to develop.This paper suggests a national core law or regulation which embodies the ideas of life cycle management of buildings and combines with ripe experiences from other counties and regions and our national conditions. The author also suggests adjusting and enriching government and related organization to provide owners reliable consultant and other services. Meanwhile, some capital sources such as loan, insurance, and government subsidy and self-prepare by owner could be adopted through market rules to ensure buildings safe during long-term use and demolition phases.
