Service outsourcing is to transform the service inputting activities from enterprises internal into the market activities by contracts. It steps from the results of economic division deepening promoted by costs and benefits balancing From micro-level, service outsourcing is the result of balancing enterprises expected benefits and cost and its effect to enterprises continually profitability. From macro perspective, it is the inevitable result of country's economic development strategy adapting to the basic economic law. By the deepening of the labor division, services outsourcing promotes economic globalization of one country benefiting each participant. For developing countries, especially the big developing country like China, it is a good opportunity to catch up with developed country and reemerging. During the period of China's economic growth pattern transmitting, with the situation of global financial crisis deepening, the further development of service outsourcing is critical for the whole country and region's development.With the background of our country promoting a series policies to promote the development of service outsourcing recently and Xi'an having been approved as China's service outsourcing demonstration city, this article applies the analytical methods of qualitative and quantitative combination, normative and empirical combining, history and practice combination and history and logic combining and following the principle which is from theory to practice, the general to the particular, with the service outsourcing in Xi'an as the research object. Based on the theory related to outsourcing services, the article combinates the relevant knowledge of Western economics, international economics and so on, according to the practice of service outsourcing developing in Xi'an. This article researches the mechanism of service outsourcing to economic development carefully, empirically analyzes the important factors of impacting service outsourcing developing, so as to supply the reality foundation for the better development of service outsourcing.Studying the development of service outsourcing in Xi'an enriches the research of service trading in economics theoretically and in practice, supplies experience reference for developing service outsourcing of Xi'an and even the whole country, reinforcing the status as the western central city and realizing the strategical transition of economic development. The article includes the following:Firstly, it is the research of the theories related to service outsourcing. It analyzes the theoretical foundation of service outsourcing emerging from the perspectives of contract, the division of labor and trade, so as to provide theoretical basis for studying the development of service outsourcing.Secondly, it is the summery on the domestic and international study of outsourcing of services. Based on the existent research, it promotes insufficiency and analyzes the factors of impacting service outsourcing developing in Xi'an.Thirdly, it analyzes the mechanism of service outsourcing impacting economic development, clarifies the theory on how service outsourcing promotes economic development.Fourthly, it describes the situation and deficiency of service outsourcing development in Xi'an, empirically analyzes the factors of impacting service outsourcing in Xi'an with the method of gray correlation degree analysis and draws the corresponding conclusion.After these studies, the main conclusions of the article are: technology expenditure and infrastructure has important effects on developing Xi'an Service outsourcing .on the other hand, to increase the research budget, promote Service outsourcing at extent and depth, only in which, can we raise the standard of outsourcing and drive the great-leap-forward development of Xi'an Service outsourcing industry.
