The deeper development of economic globalization in today's society,the experience of many countries has shown that Whether or not a reasonable industrial structure is directly related to economic growth.A reasonable industrial structure may promote the economic growth.Also,an unreasonable industrial structure may constraint on economic growth.So how to promote the industrial structure reasonable upgrading becomes the academic study field.The industrial structure has many influencing factors.For example,supply factors, demand factors,the international trade,and the international investment and so on.This paper chooses the foreign direct investment,because the foreign direct investment has much positive affection.It is directly related to the direction of industrial restructuring.Therefore foreign direct investment as a catalyst can be an important tool for upgrading of the industrial structure.Foreign direct investment is organisms with capital,technology,management experience.It not only through the supply of funds to adjust the industrial structure,but also through advanced technology,management experience to promote the upgrading of industrial structure.Since reform and opening up,foreign direct investment occupies an important position in the economic operation and development in HeBei province.It promotes economic development and industrial structure upgrade in HeBei province.At the same time, it takes some problems.For example,it exacerbates the industry's structural bias;it is not enough for high-tech input,and so on.Make full use of foreign direct investment in the positive effects and avoid its negative effects,make it to the maximum extent possible to play a catalytic role in upgrading the industrial structure has become a field of study in this article.
