The Research On The Reformation Of Natural Monopoly Industry

As Chinese 3G license issuance,which also indicates that the fourth Chinese telecom industry's reform brewed over many years had been primarily completed.This reform has aroused wide attention from kinds of group,including lots of economists. Because it is not only the telecom industry's reform,but also the touchstone for the reform of monopoly industries.We find that the governance to natural monopoly industries are also in full swing allover the world,at the same time theoretical circles have never stopped studying in this area,For this reason,the industries under the condition of natural monopoly have a double theoretical and practical significance.In this paper,the analysis object is natural monopoly industry,and we consider the telecom industry which has the distinctive natural monopoly characteristics and its own characteristics as the breach.Through analysis and comparation to the representative methods of reform and performance,such as British,the United States and Spain,along the way of Chinese Telecom industry.The author points out the existing problem in current Chinese reform and possible solution.In addition,in this study,the property right theory be also as a tool because our natural monopoly industries have state-owned background in general.Most people just think that this background cause inefficient and redundant construction.Therefore in this study,the property right theory be as a tool for analysis and solution the problem to how to prevent the use of inefficient and redundant construction from the point of industrial organization theory.At the same time,the writer had analyzed the problems and shortcomings in the course of Chinese telecom reform,and consider that the current reform in China will not solve the issue of competition.According to the content,the paper can be divided into 6 chapters.The first chapter is preface.The chapterâ…¡overall introduce the theory of natural monopoly, including not only the meaning of the natural monopoly and comprehensive presentation,but also the classification and curative measures depending on the theorem.The third chapter mainly illuminate the application of property right theory in the field of natural monopoly.This part analyze the role of the theory of property right in the reform of natural monopoly,and raise a solution to redundant construction of the caused by the waste of resources and the building efficiency apply to the theory of property right,in this part of the section three,British and America practical experience in the reform of natural monopoly area are introduced.Chapter four mainly analyze telecom industry to three west representative country including Britain,the United States and Spain,and have compared.In the fifth chapter,telecom industry and the history of the status quo are introduced,and the problems of the past reform are analyzed.To this current reform,this article has done a separate description and analysis in this chapter.The conclusion part is chapterâ…¥.In this charter,the writer hold his own idea and measure to the natural monopoly economies characteristics.
