The Research On The Supplies Of China's Rural Public Goods

The rural public supplies in our country are issue which the city and countryside development, comprehensive construction well-off society process faces. In the current, the rural public goods supplies system of our country has so many problems and flaws that is causes the low efficiency of the public goods supplies, hinders the development of rural social economy and the enhancement of the farmers'life quality seriously. In order to construct socialism new countryside and socialism harmonious society, it is urgent to realize the innovation of rural public goods supplies system and pattern. This thesis is based on the history and the present situation of rural public supplies, and the author carries on a research after the rural tax revenue reform.This article altogether divides into five parts:The first part has mainly explained the background, summarized research present situation which Domestic and foreign scholars study about the Countryside public product supplies question. And the research methods this article uses.The second part elaborated the concept and the characteristic of the public product, clarified the concept and the characteristic of the rural public product, and have carried on the elaboration to the rural public product classification and it's function.Through the historical review of rural public product system in China. The third part has analyzed many main problem such as : the current situation in the supply of public goods in rural areas, inadequate supply of public goods in rural China, supply and demand imbalance, the uncleard supplies main body responsibility . The forth part reviews some experiences of provisions of rural public goods in other countries. It analyzes the situation of the provisions in the developing and developed countries, summaries the good experiences in order to benefit for our country.In the fifth part, Some proposals are given to the supplies of public goods in china's countryside . The proposals involves the system of public supplies between the urban and rural areas, the reform of public financial system(the division of the intergovernmental governance and the property rights ), the financial investment for the public supplies in the countryside, the information about demand of public supplies from root governments, the method of public supplies in the countryside and establishment of the system of management and surveillance.
