The Study Of Suburb-Rural Construction Land Reorganization Planning

At present, our country is in the period of fast development of industrialization and urbanization, hereby, the suburban rural, thanks to its own distinctive advantages, brings great opportunities which have been infusing into economy, industry, environment and so on for the above development. However, being affected by urban expansion and function radiation, the problems of construction land comes out gradually and inevitably, such as fast development of urbanization, the lack of construction land-resources, the unreasonable utilization in the course of suburban rural. Therefore, the author wrote this paper under such background.This paper is established in the comprehensive practice and investigation. At the beginning of this paper, the author introduced the concept and content to of construction land's reorganization and also outlined related theories and experience. Meanwhile, by summarizing the projects and investigating the cases on site, the author illustrated the common problems existed in the use of construction land, such as idling the land, the per capita index of it, using land for private or arbitrarily. Then, the author classified the suburban rural according its location and construction land's function, and systematically summarized the advantages and disadvantages as well as the opportunities and challenges that the suburban rural faces using SWOT Analysis method. Based on this, the author proposed systematical and comprehensive strategies on how to plan and reorganize the construction land from many planning aspects. The main strategies are mainly the short-term and Long-term planning, the master and detailed planning, the closed and outer-suburb, the housing and public building-land.etc.eight kinds construction land; In addition, the author came up with five reorganization patterns of suburban rural construction land, they are appealing urbanization pattern, advancing suburbanization pattern, the centralism merge pattern , Internal adjustment and tapping potentialities pattern. Moreover, the author pointed out which pattern is suitable to which kind of suburban rural. At last, the author took 25 suburban villages in Daoli District of Harbin as an example and systematically demonstrated its basic information, typical problems, the reorganization condition, methods, pattern's option and the primary results, by doing this, the author proved that this study and paper is practical and meaningful.This study comprehensively discussed and illustrated how to plan and reorganized the construction land in the suburban rural. It helps us learn the knowledge of the suburban rural and the situation of its construction land's utilization better and more deeply. Besides, the strategies and patterns of construction land's recognition can be provided as a reference for the related planning departments when they study and compile how to plan, design and reorganize the suburban rural, which is the key point of this paper. In addition, providing the basis for the related policy-formulation for the government is also this study's significance.
