The Approach To The Construction Of Suburban Beautiful Villages In Baohe District Of Hefei City

Hujintao’s report, which was delivered at the 18 th national congress of CPC,points out that resolving issues relating to agriculture, rural areas and farmers is the number one priority in Party’s work, that integrating urban and rural development provides the solution to these issues, and that we should work harder to build new rural areas, and to fully improve rural working and living conditions so as to boost the harmonious integration and sustainable developments of both urban and rural areas.Anhui province is traditionally an important agricultural province. Therefore, building new rural areas and boosting integration of urban and rural areas are particularly significant for Anhui Province.The suburban areas are interfaces between urban areas and countryside, and, as a result of their specific geographic advantages, play significant roles in the building of new rural areas. How to build new rural areas in suburbs has become an important challenge we are facing when trying to resolve the issues relating to agriculture, rural areas and farmers in order to materialize the harmonious integration of urban and rural areas, and their sustainable developments. Successful building of new rural areas in suburbs may contribute much to the social stability in central urban areas and the optimization of economic structure. Baohe District, largely suburbs of Hefei City, has produced its own approach to new rural area building, which may be summarized as following: under the guidance of government, protecting and improving rural environment, promoting urban eco-agriculture, so as to boost the development of other industries like tourism. Such an approach to new rural area building takes into account the needs of both urban and rural areas, utilizes the advantages of both urban and rural areas, and aims at the harmonious development of both urban and rural areas. This paper makes a case study into the building of new suburban rural areas in Baohe District, focusing on its specific approach. It is hoped that this study, with its analysis into both the experiences and the lessons of Baohe District, might shed some light on building of new suburban rural areas in Anhui province.
